The lecture mainly covers higher education reform of Japan in the past decade. In terms of university system, the most significant change was the incorporation(法人化) of national universities. The first six-year term of the mid-term program of the incorporated national universities finished at the end of the March this year, and the evaluation of the performance in the first term was made. The result and challenge for the second six-year term will be accounted. In this connection, the fiscal situation of both national private universities will be touched upon, which got worse in the fiscal reform undertaken under Koizumi administration, which will also be illustrated.
As for the quality of university education, there have been several policy initiatives: requiring internal and external evaluation; requiring information disclosure regarding university evaluation; inducing functional differentiation; the definition of bachelor’s aptitude; requiring definition of admission, curriculum and diploma policies. How the government promoted these initiatives, where we stand and what is important agenda item will be illuminated.
In the globalization of higher education, internationalization of Japanese universities and international university exchange with quality assurance are essential elements. Internationalization strategy, including Global-30 program, and new initiatives under DPJ (The Democratic Party of Japan) administration, including CAMPUS Asia, will be accounted.
As the basis for you to understand these issues, basic facts and statutory framework regarding Japanese university system will be provided.
作者简介:Mr. Kato was born in Tokyo on June 19th, 1957.He earned his Master of Public Policy at J. F. Kennedy School of Government, Harvard University in 1986, and his Bachelor of Engineering at the University of Tokyo in 1980. Joining Science and Technology Agency in 1980, Mr. Kato has worked mainly in the field of science and technology policy, nuclear energy development and nuclear safety regulation. He was stationed in Permanent Delegation of Japan to the OECD in early 90’s as the science councilor. He was appointed to the present position in July 2009. Since then he has fully engaged himself in internationalizing Japanese universities and promoting exchange and cooperation of universities among East Asian countries. Serving as the head of secretariat, he played a leading role in preparation and implementation of the first Japan-China-Korea Committee for Promoting Exchange and Cooperation among Universities that was held in April 2010 in Tokyo. The committee was proposed by the former Prime Minister Hatoyama and at the meeting it was agreed among three countries that new program “CAMPUS Asia” would be launched which would promote quality-assured exchanges among East Asian Countries.
